Enter the creeper. No, seriously. Kunsel's so good at finding things out about people that it's genuinely unnerving. Not even his closest friends are safe from his snooping ways! Of course, there's a time and a place to use the information he acquires, and being a snoop doesn't mean he's got a big mouth... nevertheless, permissions are in order!
So, without further adieu...
[ i ] Is it alright if Kunsel stalks your character?
(Relevant to those who have personalities or abilities etc. that pique his interest. Stalking won't occur without solid grounds for it, first!)
[ ii ] What things about your character will Kunsel be able to find out from others?
(ie. Is there earth-shattering or mind-bending information in circulation that could potentially alter how you'd like their CR to start out?)
[ iii ] Is there information on the network (past or present) that was not securely locked that Kunsel would be able to access?
(More specifically, is there stuff in circulation you want him to find by digging for whatever reason?)
[ iv ] Will it be acceptable for Kunsel to thread-jack your character's conversations with others?
(I will always ask permission of both the involved parties, have no fear!)
[ v ] Is it alright if Kunsel spams your character's Inbox or leaves them dozens of messages on their network posts?
(He likes to talk...I'm...sorry?)
[ vi ] Will you allow Kunsel to blackmail your character and, similarly, tell others the information he learns?
(Relevant to anyone he doesn't much care for or who somehow manages to get on his bad side...and that's hard to do. But it can be done, so this is a thing I need to ask about!)

So... Kunsel is free to know as much or as little as you'd like! hahaha maybe the disappearance of that one Turk thirty years ago plus the sheer creepiness of the place sparked rumors of the ShinRa Manor being haunted or maybe other rumors / urban legends circulate. Who knows? c:
